In Breughelland, Piet the Pot sings in praise of his homeland. He is joined by Mirand and Amando, a couple in search of non-stop lovemaking. Nekrotzar the "Grand Macabre" announces his plan to destroy the world. He forces Piet to assist him. The astronomer Astradamors is making love to his wife Mescalina. While he gazes through his telescope, his wife implores Venus to send her a good lover. Nekrotzaar appears and kills her with his violent lovemaking. Nekrotzar, Piet and Astradamors depart for the palace of Prince GO-Go.
At the palace of the young prince the politicians are arguing. The chief of the secret police enters to warn of an impending catastrophe. Nekrotzar and his retinue arrive, causing panic. Piet and Astradamors embark on a drinking bout and try to get Nekrotzar drunk. Nekrotzar speaks the words which will end the world, then collapses. All the characters, alive, dead or merely very hung-over, slowly reappear. None knows quite whether the world has ended or not. Mescalina reappears and chases Nekrtzar. The two lovers from act I also arrive, and their happiness becomes the prevailing mood of the assembled company - except for the deflated despot Nekrotzar, who melts away into nothingness.
