Paolo Orsini tries to kidnap Irene, the sister of the Roman Tribune Rienzi, but she is saved by Adriano Colonna. Rioting breaks out and only with the arrival of Rienzi and his henchman is order restored. He then closes the city gates as the cardinals offers to support Rienzi in his quest to break off the power of the nobles. He calls on the people to ready themselves for a fight.

Act II

Irene tells her father that she was rescued by Adriano Colonna, who has offered to help restore the rule of law. It imerges that Adriano and Irine are lovers, and Rienzi promises to protect them just as he is proclaimed king. Rienzi returns the city to peace, and all the major families offer their support.

A Celebration is mounted in honour of the new emperor, at which the nobles attempt to kill him. Rienzi spares the lives of the conspirators, but after a further insurrection he condemns them to death. Adriani is faced with a terrible dilemma: where to place his loyalties, to Irene´s brother or to his father? He prays for reconciliation, but during another battle both Colonna and Orsini are killed.
