The new doge is about to be elected. The goldsmith Paolo urges Pietro, leader of the plebeian party, to vote for the common-born Simon Boccanegra. Boccanegra hopes that this election will enable him to marry the noble-born Maria Fiesco (daughter of Doge Jacobo Fiesco), with whom he has already had a child. The child, also named Maria, is missing. News arrives of the mother´s death and Simon discovers her corpse just as the crowd proclaim him doge.
Twenty-five years later. Simon´s daughter has been brought up as Amelia Grimaldi by his political enemies. Father and daughter meet and Simon soon discovers that Amelia is his long-lost Maria. Paolo one of Simon´s courtiers, is in love with Amelia, who desests him; when the doge tells him to abandon all hope of a relationship, Paolo plans to abduct the girl. Gabriele Adorno, who is also in love with Amelia, murders the man who carried out the abduction. This starts a riot, which interrupts a meeting of the doge´s council. Gabriele denounces Simon, claiming that whoever the abductor was, he must have been working on the doge´s behalf. With Amelia´s intervention to prevent Gabriele murdering the doge, the scene becomes even more chaotic, but Simon manages to restore order. He then commands Paolo to find the traitor.
Paolo blackmails Gabriele into helping him kill the doge and secures his loyalty by telling him that Amelia and the doge are lovers. While Gabriele looks on, Amelia and her father meet. She begs him to forgive Gabriele, and when Gabriele steps out to kill Simon, once again she saves her fathe´s life. Discovering that Amelia is Simon´s daughter, Gabriele begs forgiveness. The doge pardons him and blesses his marriage to Amelia.
Paolo has joined a rebel army, and when they are defeated by the plebeijans he is led to his execution. He confesses to having abducted Amelia and attempted to kill Simon. Amelia is reunited with her grandfather Jacopo Fiesco, who embraces Simon as he begins to die from a slow poison Paolo has administered. Falling to the ground, he names Gabriele as his successor.
