Angelotti, a republikan from Naples and former consul of the Roman republic, has escaped from prison in the Castel Sant' Angelo. He finds the key which his sister, the Marchessa Attavanti, has left for him and hides in the Attavanti chapel.
A republican sympathizer, the painter Cavaradossi, is working in the church.He promises to help Angelotti but tells him to hide when Cavaradossis lover, the opersinger Floria Tosca, arrives.She is furios that Cavaradossi´s painting of the Madonna is a portrait of another woman, the Marchessa Attavanti, whom he has seen praying in the chapel; she leaves only when Cavaradossi has promised her a rendez-vous for that evening.
Cavaradossi offers Angelotti a refuge in his secluded villa, describing where to hide in case of emergency. They hear a cannon shot announcing the escape of a prisoner, and leave hurriedly.
The sacristan brings news of the defeat of Napoleon at Marengo. The general excitement is cut short by the entrance of Scarpia on trail of Angelotti. Tosca also returns to tell her lover that they cannot meet later because she must sing for the Queen in a victory cantata. Scarpia inflames her jealousy of the Marchessa Attavanti and orders his agents to follow her. The Te deum of thanksgiving begins.
The Palazzo Farnese is the Roman residence of the Queen, and Scarpia´s rooms are near where Tosca sings that evening. Spoletta reports that Angelotti was not found but Cavaradossi has been arrested. Cavaradossi denies any knowledge of Angelotti and he is taken away for tortue. Scarpia himself examines Tosca, using Cavaradossi´s scream to torture her; finally she reveals the hiding place. When Cavaradossi is released it is clear that Tosca has betrayed him but at that moment news arrives that the report of a royal victory was wrong, and that Napoleon has won. Scarpia orders Cavaradossi´s execution. Tosca begs for her lover´s life and Scarpia names his price: to make love to her. Seeing no alternative, she agrees, and Scarpia seems to orde Spoletta to perform merely a mock execution. Once he has made out a safe-conducted for her, she stabs him to death.
In the hour before dawn, Cavaradossi awaits execution. Tosca appears and tells him what she has done, and of the mock execution. She realises too late that Scarpia has deceived her. When Spoletta rushes in to arrest Tosca for Scarpia´s murder, she leaps to her death.
